Green Belt & Housing - A 2025 Planning Update

Introduction

Recent updates to the National Planning Policy Framework (NPPF), including the introduction of the ‘Grey Belt’, have made significant changes to the way that potential developments on the green belt are assessed.

Alongside this, the Planning Practice Guidance (PPG) published in March 2025 provides further clarity on how Green Belt and Grey Belt land should be assessed for development.

Planners and councils are now faced with navigating these new tests for exceptional circumstances, while planning inspectors play a key role in ensuring these developments meet stringent criteria and sustainable planning objectives.
